Constitution
     
  Title and Radius
 
The Association shall be known as THE SOUTHERN COUNTIES AMATEUR BANDS ASSOCIATION, and any brass band in the counties of Bedfordshire, Berkshire, Buckinghamshire, Dorset, Essex, Hampshire, Hertfordshire, Kent, London Boroughs, Middlesex, Oxfordshire, Surrey, Sussex and Wiltshire shall be eligible for membership.
 
  Object
 
The objects of the Association shall be to raise the musical standards, foster the spirit of good fellowship amongst members, to undertake the organisation or supervision of brass band contests in the area and to obtain for member bands all possible advantages and privileges consequent upon an organised combination.
 
  Constitution
 
The Association shall consist of brass bands. Bands desiring to join the Association shall state to which section they wish to belong. The Executive Committee shall have power to grade bands.
 
Interested persons, whether attached to a band or not, shall be eligible for Honorary Membership.  The Honorary Members shall have the right to attend all meetings and to enter into any discussions but shall have no voting rights.
 
Interested persons, not attached to a band shall be eligible for Individual Membership.  The annual fee for Individual Members shall be £10.00 or as agreed by the Executive Committee.   Individual Members shall have the right to attend all meetings and enter into any discussions.   They shall have full voting rights.
 

Honorary or Individual Members can be voted on to the Executive Committee.

 
  Officials
 
The Officials of the Association shall consist of the President, Vice-Presidents, Chairman, Secretary, Treasurer, Contest Manager and Registrar.
 
  Executive Committee
 
The Executive Committee shall consist of the Elected Officers and Officials plus up to 6 other delegates to be elected at the Annual General Meeting.  The Committee shall have power to carry out all details and requirements of the Association.  They shall have power to invite ladies and gentlemen to become Honorary Vice Presidents of the Association.
 

Meetings of the Executive Committee shall be held as often as required.

 
  Annual Meeting
 
The Annual Meeting of the Association shall be held by the end of March each year, at which the Accounts of the Association, made up to the 31st  December each year, shall be presented. Notice of motions desired to be placed on the Agenda must be sent in writing to the Secretary of the Association at least twenty one (21) days before the date of the meeting.
 
  Quarterly Meetings
 
Quarterly meetings of delegates of all member bands shall be held in March, June, September and December each year, or as arranged by the delegates at the previous meeting.
 
  Special Emergency Meetings
 
Special Emergency Meetings of the Association may be called by the Executive Committee or by any band in membership, providing it obtains the support of one third of the bands in membership, giving twenty one (21) days notice.
 
  Venue of Meetings
 
The venue of Annual, Quarterly and Executive Committee Meetings shall be movable and at the discretion of the Executive Committee.
 
  Voting Power of Delegates
 
The voting power of all bands shall be equal and when necessary, shall be by ballot. One delegate per band shall be vested with authority to vote on any business of which the bands have had notice and these votes shall commit the bands to faithful adherence to all decisions and resolutions passed by the majority. At any meeting six shall form a Quorum consisting of two Officers and four other Members.
 
  Duties of Officers
 
The President, or in his absence, the Chairman, or one of the Vice Presidents, shall preside at all meetings of the Association.  The Secretary shall keep the Minute Book and any other books as required from time to time and shall receive all fees and monies and shall pay the same to the Treasurer.  The Secretary, Treasurer, Contest Manager and Registrar may receive an honorarium.  These will be reviewed at each Annual General Meeting.  The Treasurer shall keep all books of Accounts and receive all monies through the Secretary, and shall make or cause to be made all payments on behalf of the Association.  He shall pay all monies received into a general fund which shall be deposited with a Bank/Building Society approved by the Executive Committee to the credit of the Association.
 
  Auditors
 
The Accounts of the Association shall be audited annually.
 
  Annual Membership Fees
 
Each band shall pay an Annual Subscription as stated on the Membership Form, by 31st January each year.  Any band failing to pay its subscription by the date of the Annual General Meeting forfeits its right to vote at the meeting.  Any band joining the Association after the above date must pay its Annual Membership Subscription upon admission.
 
  Registration of Players
 
The Association shall operate a Registration System of its own, the details of which shall be supplied to each member band, or any other system which is deemed acceptable by the Executive Committee.
 
  Trophies and Prize Money
 
All Trophies presented through the Association and won by bands shall be held by them and must be returned in good preservation immediately upon request. The amount of prize money and the allocation of prizes for all contests shall be determined by the Executive Committee. Certificates shall be awarded to all winning bands.
 
  Competitors Tickets
 
Every performer of a band competing at a contest shall be entitled to a reduced price Competitors Ticket if purchased en-block before the day of the contest.
 
  Violation of Rules
 
Any band, member or members of the Association violating any Rule of the Association shall be dealt with by the Executive Committee who shall have the power to suspend or expel any band, member or members from membership of the Association. The ruling of the Executive Committee shall be final and binding.
 
  Members Pledge
 
All members of bands affiliated to the Association are pledged to these Rules and their membership to uphold the Constitution of the Association, to use all endeavours to carry out honourably and efficiently the aims and objects of the Association and to abstain from supporting in any way whatsoever any undertaking held in defiance or contrary to the rules and objects of the Association.
 
  Provision of Rules
 
Each member band and each Honorary Member shall be provided with a copy of the Rules.
 
  Power to Alter, Rescind, and to Add to Rules
 
These Rules shall not be altered, rescinded or added to except at the Annual General Meeting or at a meeting specially called for the purpose. Notice of motion to alter, rescind or add to these rules must be sent to the Secretary at least twenty one (21) days before the meeting, together with a copy of the proposed alterations.
